Earthwork & Site Development

Clearing, grading, excavation, and site preparation — the scope that gets a federal project out of the ground and built to last.

Scope of Work

What RKE Does

Precision earthwork is the foundation of every successful civil project—and the difference between a site that performs for decades and one that creates long-term risk. Our team has spent more than 40 years refining channel cleanout, mass excavation, grading, and site development specifically for federal agencies that have minimal tolerance for schedule slips, environmental non-compliance, or rework.

We self-perform the full spectrum of earthwork operations: channel and ditch cleanout, structural excavation, fine grading, embankment construction, and erosion-control earthwork for National Park Service, Federal Highway, Department of Veterans Affairs, Corps of Engineers, and other federal customers. Because we own and operate the equipment and crews, we eliminate the coordination gaps that typically appear when primes rely on multiple earthwork subcontractors. That control translates directly into tighter schedules, lower change-order exposure, and cleaner environmental outcomes—critical advantages on USACE, VA, and NPS contracts.

Our approach begins with rigorous pre-construction modeling of cut-and-fill volumes, drainage patterns, and geotechnical constraints. We integrate modern survey methods so that field crews work from verified quantities rather than assumptions. On sensitive federal sites—active cemeteries, flood-control corridors, or park lands—we apply staged excavation sequences that protect existing infrastructure, minimize disturbance to public use, and maintain continuous environmental compliance. Decades of channel-cleanout work have taught us how to restore capacity while protecting banks and adjacent wetlands, a capability few general contractors can claim at scale.

Federal clients choose us for earthwork because we treat the ground as a permanent asset, not a temporary phase. The result is sites that drain correctly, support future structures without settlement issues, and meet the exacting standards of agencies that will own the work for generations. When the schedule is tight and the stakes are high, self-performed, federally seasoned earthwork is the lowest-risk path forward.

Self-Performance

An Owned Fleet and Crews That Do the Work

Because RKE self-performs its heavy-civil scope with an owned equipment fleet, owners get fewer handoffs, tighter scheduling, and a single point of responsibility from sitework through structure. Self-performance is a real differentiator for a heavy-civil contractor — and the reason RKE holds to the schedule.
